Host Special Question: How to Qualify for 60% Off with Outside Orders?

I have another question and I hope I am not confusing anyone. As long as you have $150. in sales it can become a party, so does that mean that if you get enough outside orders to equal the amount you can call it party and get the host special at 60% off? or if you have a host who doesn't have enough to reach 150 and you have some outside orders to get her to the 150.00 she can get the host special at 60% off?
